Chief Development Officer
Mr. Chilton is the Chief Development Officer for ProjX LLC, an owner advocacy company focused on facility development services and architectural design services for the education, research, and healthcare sectors. He is a highly respected leader, who is active in the community and has over 30 years of experience in delivering needs analysis; strategic planning; design; budgeting; and project leadership services
Mr. Chilton is noted for developing strategic plans that clearly address the needs and value proposition of the engaging organization. He has developed over 100 Strategic Studies and Master Plans for various entities both internationally and across the US. Chilton has assembled and worked within cross functional teams guiding projects from market study or needs analysis to product delivery. As an example, Chilton was instrumental in preparing proposals for Public-Private Partnerships across the United Kingdom. With a high success rate of closure on these proposals, he was asked to help configure and lead the roll-out program to deliver the proposed facilities and programs. Within four years this work resulted in 2 new Bone and Joint Hospitals and 9 Surgical Facilities across the United Kingdom.
Some notable projects: (including both needs analysis services followed by design services)
The Strategic Master Plan for the Dominican Campus in Nashville, Tennessee – analyzing each of the elementary school; single gender high school; and Aquinas College - the design of several of the facilities developed after being identified from the Strategic Master Plan.
The Needs Analysis and Programmatic Study for the Supreme Court of Tennessee and the entire statewide Judiciary Division of Government.
The Needs Analysis and Programmatic Study for the Library and Archives of Tennessee
The Master Plan and Real Estate budgeting studies for the Cool Springs Life Sciences Center – design of the Bio-Mimetic corporate offices and laboratory as Phase I of the Master Plan.
Needs Analysis, Development Budgeting, and Phasing for multiple medical campuses for corporate Lifepoint Hospitals – at multiple sites in Louisiana, Mississippi; Tennessee; and Virginia.
Financial Feasibility, Strategic Planning, Project Management for a number of County Hospital Districts throughout Texas. Once funded the Critical Access Hospitals and Rural Health Clinics are revived or replaced dependent on the outcomes within our initial studies.
Chief Executive Officer
As founding partner and Chief Executive Officer, Mrs. Cooney handles all aspects of Business Management and Strategic Development for ProjX, LLC, which provides comprehensive services in healthcare consulting such as design, strategic planning, operational flow analysis, comprehensive facility studies, demographic analysis and market research.
Prior to managing ProjX full time in 2006, Mrs. Cooney was a founding partner and Chief Financial Officer for The CFP Group, LLC, an internationally recognized healthcare architecture firm headquartered in Nashville, Tennessee.
Other career experience includes Personal Financial Advisor - holding Series 7, 63 and 24 licenses; CEO and founder of The Nutrition Factor, LLC, a home delivery dietary company; and CFO and founding member of Frontier Imaging, which managed imaging centers throughout the United States.
A recent notable project is the Master Plan, Strategic Conceptual Site Plan and Financial Feasibility Study for East St. Louis, Illinois. For this Urban Planning and Healthcare project, Mrs.Cooney was a key analyzer and contributed to developing a workable financial model which takes full advantage of tax credits, economic incentive grants, and other City, State and Federal sources of funds.
